Enables a platform-wide maintenance page for all non-admin users

Enable Maintenance Mode
This will immediately redirect all non-admin users to a maintenance page. Use only for planned upgrades, migrations, or critical incidents.
What happens when maintenance is enabled:
- All operator and customer app requests return a 503 maintenance page
- Super admin routes remain accessible
- Background jobs continue running
- In-flight requests complete normally; new requests are blocked
- This action is logged in the audit trail
